The candidates were put in the poll based on last season, what the teams have done during the current free agency period, and what we know about the draft.
For example, I left the Bucs out. They probably were playing worse than any team during the final stretch of last season. But with their FA pick ups, and the talent they already had, they should be better.

Colts will be .. because, when all said and done .. they're going to have traded all their remaining 'anything' pieces -- away.

All those pieces are old and broken down and they need to start over, but I went with the Browns since they have no direction.
